Khalid Mansoor
Founder & Chief Executive Officer
Khalid Mansoor brings nearly two decades of construction leadership, strategic management, and large-scale project delivery experience to Primecore Construction Services. His career began in 2007 and has spanned government, private-sector, and international development projects, giving him a rare blend of technical, administrative, and executive skills.
Before establishing Primecore in California, Khalid served as Director of an Afghan national construction company and a leading NGO, where he managed complex, high-value infrastructure projects across multiple provinces. His expertise and leadership were recognized globally, leading to his selection as one of only ten individuals shortlisted and invited by the U.S. Department of Commerce to participate in the prestigious Special American Business Internship Training (SABIT) Program.
Khalid has successfully delivered major U.S. Army Corps of Engineers (USACE) projects, including:
- Construction of an 18 KM asphalt roadway
- Construction of a 20 KM DBST (Double Bituminous Surface Treatment) road
- Construction of school facilities, municipal buildings, and community infrastructure
- Construction and rehabilitation of bridges and structural works
His background includes deep experience in:
- Construction procurement and competitive proposal development
- Full-cycle project evaluation and reporting
- Progress report writing and compliance documentation
- Stakeholder and client coordination across government and international agencies
Khalid also strengthens his field experience with multiple professional certifications. He earned a Construction Quality Management Certification from the Department of Engineering Partnership & Research Services Training Organization of Kabul University. In 2010, he completed ERP Certification, reinforcing his expertise in operational systems, project accounting, and organizational management.
Today, Khalid combines his international construction leadership with his California General Building Contractor (B-License) credentials to lead Primecore with precision, transparency, and strong regulatory compliance.
